Legal to drive car with Washington plates?

Im moving to the US in a few months. In the meantime I have a chance to buy a car for a good deal in Seattle. Is it legal for me to have a BC driver license with a car registered in the US while living in Vancouver ? Also, could I even get insurance coverage in BC before I move?
