What are my options and how should I start searching what is most suitable for me

Hello redditers, I really would like to study abroad for my 2nd or 3rd year of university and I heard a lot of people say that Germany is an attractive option, and I am currently in Horus University, Egypt are there any certifications or qualifications the university needs to meet if I would like to transfer to germany, with most likely a scholarship because I can only afford to pay 1450 euro.

What are the qualifications I need to meet if I am currently doing credit hours, and where and how should I start searching for options suitable for me? I want to continue doing my undergrad in Germany if it is possible for me, if not, I am fine with doing a masters
