Is it normal that my Xbox Series S is making so much noise?

After a month since I bought an HDD, my Xbox Series S can buzz loudly both in idle mode and when turned on. It keeps making noise until I start a game, for example GTA; until I launch the session itself, it will keep buzzing. Is this normal?
