Pulchowk and Thapathali

How big is the gap between pulchowk and thapathali really?
Both are government colleges but almost everyone prefers pulchowk over thapathali.
I even have friends who got regular seats in thapathali but chose full fee seats in pulchowk for the same course.
Other than infrastructure, is there really such a huge gap between these colleges?
Please let me know!
