Should we get a guaranteed hit at what it says the odds are.

So I have definitely been playing for a long time however it seems here lately the odds definitely seem to be less reliable then the where in the past. Like saying odds of a legendary are 1:16 yet you open 20 and get nothing. So should they add a guaranteed hit to the app? So if say you do go all the way to 16 packs you get a legendary. However it will also reset the odds counter if you get a legendary before that 16. Thoughts?
