What's with people drafting slow. Are they disconnected?

It seems like half of my drafts, one player goes to time every pick and has packs pile up.

Are these players disconnected? What happens when a player disconnects during a draft?

This post is a mix of gripe and genuine curiosity. It seems crazy to pay 1500 gems and then no show the draft at the rates in seeing.
