Why so less properties in Jebel Ali Industrial Area 2?

Question❔

I was wondering why there are still so many empty plots in Jebel Ali Industrial Area 2.
There are only a few residential buildings so far. 4 in total and 2 others are already abandoned, while 1 is still under construction.

I own a few apartments in this area and never have any issues renting them out. The ROI is great as well. But what I don’t understand is why no one is developing more projects there and instead in the middle of the dessert. (I heard Azizi plans to build some there, but even if it's true, it's still too less)

For me, the location is ideal. It’s close to the metro, right between both Palms, directly on the highway, not far from Dubai Marina and JLT, and next to the industrial zone where there is plenty of work. It’s also near the new airport.

I really don’t get why developers keep building out in the desert instead of focusing on such a perfect area.

Could somebody explain it to me? Or am I wrong?
