Scoot skips baggage weight checks on certain flights?

General

It’s an open secret that Scoot To Gate allows people to skip cabin baggage weight checks as you can get your boarding pass online and therefore will not have to meet any attendant on-site who will weigh your baggage. This is usually the case for outgoing Scoot flights from Singapore to any destination.

However, the opposite is usually not true, as Scoot often forces you to do a physical check in, forcing you to pay penalty fees if your cabin baggage weight exceeds 10kg after you bought all your souvenirs on holiday. I would know because I once had a 10.4kg cabin luggage for a Scoot flight back from Australia to SG and was forced to pay an extra fee to mark it as checked baggage.

Recently though, I flew back from Bangkok to SG and I was eligible for Scoot To Gate and got my boarding pass online, so my efforts to watch my luggage weight and maintain an under 10kg weight throughout the trip were wasted.

I suspect it might be due to differences in airport facilities, flight durations, or country regulations? There must be some hidden criteria to when they force a physical check-in/baggage weight check. Because I cannot find any info about in online.

Does anyone know of any other airports/flights which have Scoot To Gate?
