Does the rule of 1gal per inch of fish apply if I want to add a couple snails?

I have a 20 gallon tank. I have four tetras and three loaches. I’d like to add one or two nerite snails. Would I be pushing it to add the two or should I just keep it with what I have so far? Thank you guys in advance.
