Using Cloudflare

In this sub I saw different opinions on using Cloudflare for a Copyright infringing service. Would you recommend using Cloudflare for a high traffic VOD streaming server, routing the traffic through their network, but without explicit caching (or any content type trickery like defining all video segments as JPG)? Does Cloudflare actually slow down the DMCA machinery or will they terminate my account, because of repeat infringement? Why are so many pirate sites using Cloudflare at all? Only for their free DDoS mitigation service?
