Expedition details

So in the details for the expedition project it mentions that you keep workshops you've unlocked but it also says you don't keep workshops. What does that mean? What exactly is kept and what isn't? I just dumped a ton of resources to complete the first two steps but am not sure if I want to continue until I understand what all I'll lose.
