On the first of November, 1894, Tsar Alexander III departed this life.

Six years earlier, on October 29 (October 17 by the old style), 1888, the Imperial train was returning from the Crimea when, near the station of Borki by Kharkov, disaster struck. On a steep embankment ten carriages left the rails; twenty-one souls perished, and more than sixty were wounded. The Imperial family escaped with their lives, yet the Tsar himself, in striving to save others from the collapsing roof of the carriage, suffered a grievous injury to his back. It was later feared that his very organs had been harmed.

From that day forth he was never wholly free of pain. A wasting disease of the kidneys took hold of him, bringing with it afflictions of the heart, the blood and the lungs. Yet Alexander bore his sufferings in silence and continued, with the old Roman sense of duty, to discharge his task as sovereign, never laying it down for a single day.

In the winter of 1894 a chill seized him and pneumonia came upon his weakened frame. The physicians warned the Tsar and his household that the outcome was doubtful. In September he journeyed, already spent and failing, to Livadia, there to take his final rest. Less than a month later, on November 1, Tsar Alexander III was dead.

He had been born the second son of Tsar Alexander II, on March 10 (February 26 old style), 1845. His elder brother, the Tsarevich Nicholas, was the destined heir; Alexander had no thought that the crown would ever fall upon his brow.

But in 1864, while riding in Italy, the young Nicholas was thrown from his horse. Medicine in those days knew little; the doctors groped and blundered, mistook the malady, and their efforts availed nothing. In 1865, at Nice, the heir died - of tuberculosis, as was later discovered, though too late to save him. Thus, at twenty years of age, Alexander, who had not sought greatness, found it thrust upon him.

In his outlook upon Russia, Alexander III bore little likeness to his father. Alexander II had been the greatest reformist, without exaggeration. He had broken the chains of serfdom, reshaped the courts and the army, renewed the finances, and given to town and countryside alike a measure of self-government and schooling. In the span of two decades, the very structure of Russian life had been turned upon its foundations.

Yet some people, newly awakened and unsteady in their freedom, deemed the gift too small. The fanatics of the time, impatient and inflamed, demanded the impossible. Among the youth, extremism flowered; and, with the silent indulgence of those in high places who mistook folly for progress, the Tsar was marked for death. Seven times they tried; and on the first of March, 1881, the sovereign who had freed the serfs was slain by his own liberated people.

From that thunderclap Alexander III drew his lesson. His first act was the *Manifesto on the Inviolability of Autocracy*, wherein he declared his faith “in the power and truth of the Autocratic Power, which We are called upon to assert and to guard for the good of the people against all assaults upon it.”

This promise he kept in full measure. The laws against sedition were made firm; the new University Charters silenced the restless youth; and by the decree mockingly called “on cooks’ children,” the fees for higher education were raised, ensuring that few revolutionaries would be able to get in.

Yet history delights in paradox. Despite such barriers, the number of students from humble homes grew; and new universities rose at Kharkov and at Tomsk like fresh banners of intellect across the empire.

The *zemstvos* and municipal governments, whose works had improved the towns and counties but whose tongues were too free, were brought under the eye of the governors. Within them, the weight of the nobility was restored, and the old discipline of service once again held sway.

A great portion of the nation’s schools, both primary and secondary, was placed under the care of the Church. Naturally, this brought with it a spirit more attuned to faith than to mere instruction. The lessons of the classroom began once more to echo with the voice of the altar. Yet, paradoxical though it may seem to modern sensibilities, the reach of education widened beyond precedent: the number of schools increased sevenfold. No one, in fairness, could claim that the government was neglectful of the people’s learning.

These so-called 'counter-reforms' bore fruit with astonishing speed. Within a few years the spectre of terror and revolution, which had haunted the realm since the murder of Alexander II, was banished. Throughout Alexander III’s reign the Empire knew peace. The one attempt upon his life, in 1887, failed; and its conspirators, including Alexander Ulyanov, brother to the creature that would one day be called Lenin, were swiftly tried and hanged with little sentiment and no delay.

Meanwhile, the pulse of Russia’s industry beat with new strength. The rate of economic growth under Alexander III stands among the highest in her history, surpassed only by the reign of his son, Nicholas II. New industrial heartlands rose in the Donbas and at Baku; vast sums were poured into the soil of Russian agriculture; and twelve thousand kilometres of railway bound the empire more tightly together. Russia emerged as one of the great exporters of the world, no longer merely of raw grain and timber, but of finished goods born of her own factories and workshops.

The Tsar held a simple creed: that what Russia needed, Russians should make with their own hands. Imports were curbed, exports encouraged and the balance of trade turned strongly in her favour. Even the aristocracy, once so enamoured of the wines of France, began to favour the vintages of the Crimea, which rivalled the best of Bordeaux. By the Tsar’s own example, all things Russian became the height of fashion - her dress, her dances, her music, her fare. Even the uniforms of the army took on the proud lines of the nation’s traditional garb.

Throughout the thirteen years of Alexander III’s reign, Russia knew no war. The Tsar himself summed up his purpose in a few stark words: *“This is the chief meaning of my reign - that there should be no war. I have been in war and I want no more. Never.”*

He looked upon the Balkans, that perpetual tinderbox of Europe, and judged them not worth the life of a single Russian soldier. It was a sober truth, for the Bulgarian “brothers,” for whom Russia had bled in the campaign of 1877–1878, were swift to forget to whom they owed their freedom.

In the figure of Alexander III there was little of the idealist and none of the dreamer. He ruled not to dazzle but to endure. His hand was heavy, yet it was steady; and in that weight lay a peace Russia had not known for generations. He gave her strength without conquest, faith without frenzy and order without tyranny. When he died, the Empire stood vast, tranquil and sure of herself, like a giant pausing for breath before the storm to come.

Today marks 131 years since the untimely death of Tsar Alexander III
