Richie vs Feech
Richie and Feech had two very different experiences when they emerged.
My impression is that Richie had former ties to a lot of grifts that he wanted to resume, and those weren't Tony's, or anyone else's to give him.
Feech was gone away longer, and didn't have the same footprint in the current landscape, so he had to build it up as a new agent. But when he was meeting with Tony and told "not to step on toes", it seemed like Tony was effectively "allowing him" to operate in his territory (jersey). But Feech was a legend and an original OG who served his time like a man (sort of like Sonny Franzese). I find it very strange that Tony was on the fence about shelving a legend or letting him operate.
When Richie got out he ran rampant interfering with safe operations (garbage, drugs) and Tony acted like his hands were tied since Richie was a made guy and immediately Richie also assumed a captain's position, but Feech was being hounded over his landscaping and car theft operations, bread and butter mob grifts.
This doesn't make much sense to me. But I guess it's a TV progrum. A movie.
