Google L4 over PANW L5 Bay Area

I work at PANW and it is quite stable in terms of job security. I want to take up Google even with the down level but I am in a fix to leave my job at PANW that is less prone to layoffs over Google.

Also has anyone been through a similar situation of getting downleveled at Google and faced a setback in career.
