Question on Diamond Benefits for non-US hotel

So we booked two rooms in London. In the US, the second room will not receive F&B credit (which is freaking stingy of US Hiltons).

For non-US hotels like London, if we booked two rooms for 2 occupants each, do all guests enjoy Diamond privileges? Like Executive Lounge and breakfast?

Thanks for your help, never booked a second room overseas before.
