What's the best technique to re-hydrate 1lb bag of tobacco?

I got the RAW brand Terracotta stone to re-hydrate tobacco. But which technique should I use? Should I re-hydrate smaller amounts at a time in a separate bag? Should I do it all that way and then put it back in the bag? seems like some tobacco might get broken while handling it, etc. so just wondering what's the perfect technique? Can I just put the stone in the 1 lb bag? Seems like it would not be even if I did it that way?
