Liquor license in Delhi — anyone here gone through the process?

I’ve been researching how to obtain a liquor license in Delhi but the info online is pretty scattered. Can anyone here who has gone through the process (or knows someone who has) help clarify a few things?

- Who’s actually eligible to apply for a liquor license in Delhi?
- What are the basic conditions or compliance checks — like minimum area, location restrictions?
- What’s the approximate cost of getting a liquor license in Delhi?
