How do I tell if a psu is faulty?

So I have a psu from a computer with a motherboard that shorted out. I THINK it shorted out because of electrostatic discharge, but I'm not sure. I was wondering how I can tell if it was the psu that shorted it out, and if it is safe to use in another computer that I'm building?
