Does anyone know why some of my windows have this rainbowy UI effect playing?

This showed up like 2 weeks ago, I thought it went away but it didn't. I ran chkdsk awhile back and it said it fixed some things, not sure what but it clearly wasn't this. This affects other apps on my device like Microsoft Clipchamp and Shimeji (the image shown is a server.jar window for minecraft server hosting). I'm currently on Windows 11 Pro Version 23H2
