Is the Maker smarter than 616 Reed?

I used to think he only seemed smarter because he’s unhinged whereas 616 Reed has morals and therefore holds back a little. But after finally reading Hickman’s Avengers and New Avengers, this question came to my mind. The Illuminati, which contains Reed and other brilliant superheroes, built the doomsday devices by reverse engineering the Black Swan’s device, and the Maker was able to make presumably the same device, or at least similar, all by himself. And then created new and more effective ways to destroy earths. On top of that, during Ultimate Invasion, the Maker was able to not only outsmart all of the Illuminati, he was able to taunt them all throughout. He’s also younger than Reed.
