Should the Bishop be a Loric?

The Traveler who gets Bishop doesn't get to do anything. They just change the mechanics of the game. I understand that there is a difference in that town can decide they don't want to put up with it and exile it, but really, now that we have Lorics, the ability seems very Loric coded.
