Had issues with C++ now computer won't even boot

So my friend took a old computer I had which I updated the bios with the gigabyte app. It had a few issues but worked fine. However it had issues booting a few games stating C++ 2019 issues (the same as the forum below). So after looking the problem up the we followed forum below, but after restarting the PC we first got stuck on the boot screen then a blank screen. After waiting for a while we tried turning the computer off and on again the computer won't even boot (fans spin, keyboard and mouse aren't powered, no out display). Specs are Ryzen 5 1600, 16 GB DDR4, GTX 780 TI, SSD, Gigabyte D4SH wifi.
