The latest terrible driving fad at roadworks

I've noticed the last few months an increasing number of cars that pull out into the other lane way too early approaching temporary traffic lights or flagmen for roadworks. Often it's the 3rd or 4th car back in a line approaching the lights.

It's like they think that they've found a loophole that because they've pulled out 100m before the lights they now have the right to continue through even if the lights change. Bizarre really.
