I'm Confused

Only 1.7%/817 candidates were in the 170 to 180 category this year for UHS. That's the safe zone for public universities (starting from 94% at 170/180). Does that mean only 817 kids are getting to go to so many public universities in Punjab ? How are the universities going to fill their batches with such low overall number ?
