can paper wasps make a nest under house?

ive had tons of paper wasps in my home (trailer, west texas) and was wondering if there may be a nest under the house. would they make a nest there? ive killed at least 20 today and we've moved many many more outside that have been in the home. im a bit at a loss of what to do. ive made a spray which is vinegar, water, cinnamon, spearmint, peppermint, rosemary, and eucalyptus to try and keep them away and have sprayed it over all the entry points to the home and the vents. any tips and answers?
