Did the English dubbing return this patch?

Was looking in my mail today and saw one of the characters voice recordings I clicked on the English because I knew it would turn to Japanese and was surprised she spoke in English.. so I naturally tried to switch one character to English but the game said I was missing a voice pack (I didn't see a voice pack mentioned on their socials) and when I did I was quite surprised the English dubbing was back someone in chat told me we would never get one again and after seeing this event PV I thought they were teasing it not that it was here already very nice... though I miss cherno's original voice with that strong accent haha.

Was it this patch that it was added? I just looked though all there posts regarding this version of the game and I really can't find them mentioning it, just curious im not complaining not one bit. (I've been putting "a English dub would be nice" in surveys for awhile so I'm pretty happy that others were doing the same and it happened.)
