When do the inner circle leaders start their focus?

I rushed Borman, by doing Remilitarize the Reinland > Fürherprinzip > Part Chancellor Bormann before doing The Four Year Plan (on 25 march 1936).

But... despite having selected him and his portrait showing up in the inner circle under Hitler's portrait from 25 march 1936 onwards, Borman doesn't seem to start with his focus before July 1936?, it seems.

Why doesn't he start immediately?

If I wait until July 1936 to pick him, will he start immediately or does he always waits for months before starting his focus?

And is this the same with all leaders?
