No longer able to boot pc
Hello all. I have a pc thats worked fine for 7 years now. I bought a new psu a couple weeks ago since I had microstutters and my pc was utilizing all the psu. It ran fine for 7 days and now I have a weird boot loop issue. Heres a video.

It loops vga>cpu>dram in that order and then reboots. Nothing on my monitor at all. I’ve tried reseating everything, no graphics card, only one ram, i cleared the cmos, got a new cmos battery and then I gave up when that didnt work. I needed a new build anyways so I decided the motherboard probably died. I got the 7600x3d bundle and now my new pc is in the same boot loop. I kept the same graphics card and sata drive but I also bought a new sata drive. I have no way of downloading a new windows iso so I thought I could just reinstall off my old ssd onto a new one I bought.
Could this be a ssd problem? Is my psu possibly doa? It worked fine for about a week. Any help helps.
