Midwest / Rust Belt Cities w/ Good Urban Neighborhoods

Indianapolis has a decent amount of urban neighborhoods with older housing stock (1900-1930) that are cheap, not upscale but not warzones either.

What other cities offer this?

Looking at Cleveland, Cincy, Milwaukee, STL, Chicago.

From what I have seen Detroit seems like an example of the opposite, there is revitalization going on, but unless you're willing to spend a lot of money it's pretty run down. Not as much of a middle ground.
