A1 Fan Speed Issues

I'm having issues trying to print this model on my A1 with PETG, as soon as the fan turns on it's always at 100% and cools the hotend down too much, so it shuts down with a nozzle temperature malfunction error. I'm using Bambu Labs PETG HF with the default settings in Bambu Studio which has the fan speed between 30-50%. The fan stays off for the first 3 layers per the setting, but as soon as layer 4 starts the fan immediately goes to 100% and I'm not sure why. Nothing on that layer is an overhang or bridge, so the force cooling shouldn't come into effect. Any ideas on why this is happening and how to fix it?
