Mehano adapter and controller with Kato unitrack and train

Hi,

I have purchased MEHANO ADAPTER AND TRAIN CONTROLLER F371 to work with Kato Unitrack N-gauge oval and Kato N-gauge train. After a little bit fiddling (wire connection) I expected it all to work but... nothing. Train won't move a bit. The controller has 2 LEDs, RED and GREEN. RED is lit, GREEN is not. I have used multimeter to measure the output from the controller - I get zero voltas, no matter what's on dial.

Is the controller faulty, should I have had some reading on the multimeter or does it require train to be detected before the voltage can be detected?

The shop told me it's for Mehano sets only, but I felt it was a defensive answer. Was I wrong?
