Reporting teacher for not teaching

Hi! I'm in a classroom with an ineffective teacher. The whole school year there hasn't been a single lesson. She simply gives us worksheets to do with students, not engaging them, not giving a lesson, not teaching. She also has been yelling at students, even when one was throwing up. I want better for the students but don't want to overstep. Has anybody reported a teacher for not doing their job? I think this is the next step I have to take but I don't know how to go about it or if I even should.
