Post breakup decisions

After he told me he’s unsure of what he wants I said maybe we can just be friends or fwb again. At first he agreed with being just friends but then later on he says he can’t do it. As with fwb, he said it’s too confusing for him. I don’t get it how is it confusing if it’s just for fun plus he gets to have freedom?
