Disabled custom report options, yet custom reports still coming through.

Getting a lot of silly custom reports so turned them off about a month ago. Was working for a bit but have noticed custom reports coming in again.

When i hit the report button custom response appears as an option again, despite "allow free-form reports by users" definitely being toggled off in our settings.
