Prime Time Camper

I have a 2016 Prime Time Spartan 1032 camper and there is a lot and I mean a lot of water running out of the back at the low point drain and what I'm assuming is a fresh water tank above it. All the signage has since faded. If I close the low point drain it flows out of the cap on the tank. Any ideas on what's going on because our water bill has jumped 30 doll hairs this month alone. In addition we have been having some electrical issues as well such as our generator not staying running but a few seconds and our main electrical panel getting scalding hot when the AC is running. We believe that rats or some other critters have done damage to the camper since its been in storage and we just got it set up earlier today.
