What happened? Is this a thing?

This year in my neighborhood there were numerous houses have been decorated for at least a week, but on actual Halloween night they turned all their lights off, including the decorations. I don't get it, I've never seen this before. If it was one house I'd figure they just had a last minute change of plans or something, but several houses?

Note: I'm not talking smack or anything, I'm just wondering what's going on. Anyone else seen this?
