Understanding the Incense accord/note

I’m just getting into perfumery and trying to understand various notes and accords.

One that has me confused is when people say a fragrance has “incense notes.” I always thought that incense is a delivery mechanism for fragrance oils, rather than a scent in and of itself.

Is incense different from sandalwood or patchouli or even amber?
