Vegeta losing to 18 doesn’t make sense

As we know that when vegeta and android 18 fight, 18 beat vegeta But this dosent make sense!! We know that Saiyans had the ability to improve and stronger as the fight go on Plus them having boost from being angry All this should led to vegeta getting stronger and at the end, to be able to beat 18 Yet for some reason he didnt!!
