1st gun purchase

I live in a state where I cannot own an AR. I was looking into getting my first rifle, grandfather used to take me shooting but my father was against firearms so I’ve only had edc pistols. I would like to go hunting so I’ve been looking into .308 scout rifles.. ruger Gunsite scout, and Savage 110 scout magpul. However I know I’m mainly going to use this rifle at the range for target practice. Which puts me in a predicament where shooting .308 often would be pushing my budget. I’ve been looking at the Ruger American Ranch gen II. Given that I would like to hunt the available options of 5.56 and .300 blackout wouldn’t necessarily be ideal. What do you all recommend I purchase?

If I had the money I’d learn mechanics on a Ranch and then purchase a Gunsite scout later down the line. I also plan on moving out of this state due to laws and taxation within 2-3 years.
