New player, Cant start night elf heritage quest?

I'm new to wow and have gotten my night elf to level 50, I havent gotten any quest to get my heritage armor and it says the quests comes after you hit level 50. I also checked inside the embassy and theres no scrolls. In my Adventure Guide it shows a scroll titled "Night Elf Heritage Armor"but when I click "Accept Quest" nothing happens? I've tried logging in and out too
