I need help finding someone

I need to find the person who raped my girlfriend, I have some basic information about him, but I don’t really know how all that tracking of people works. I would really appreciate some advice.

DISCLAIMER: Once I find him I will not hurt him. I just want him to face consequences like everyone around him knowing what he did
