Can i do a fish in cycle.

Hey guys i need some advice. i’m really wanting to completely rescape and re do my betta fishes tank, i was not fully educated at the time of setting up the tank, and there’s a lot i need to redo. his new tank is going to be fluval stratum topped with black sand, i was going to use the old black sand i have in his current tank and add it into the new for the beneficial bacteria i already have in it. and then also keep the same sponge filter of course, all the same plants and a couple of the decor i have in there already ( a clay pot and i haven’t decided if im getting different drift wood yet) and then i was going to use the water i already have in his tank and just top it off with new water. and then very closely monitor his levels. let me know if this would work well enough or if there’s anything i should do differently please!
