I've bombed so many Platinum runs that I've seen enough to believe Looker is in Team Galactic. [Spoilers]

He's too intentionally clumsy to be a real international agent, yet is always mysteriously around Plasma events and never gets taken prisoner or beat up. He's literally in their base in Eterna City, stalls you when you're chasing the bearer of the Galactic Bomb, and makes sure you report to him when it's clear you're on a mission from the professor. Nobody's that inept and manages to stay that close to their supposed enemy. This freakin guy.
