Why are apartments in Carnegie House on 57th so cheap?

I see 1-bedroom apartments there listed for just a little over $100k, which seems super low for that area. I heard it’s a land-lease building, is it cheap because the maintenance fee is really high? If so, how high are the monthly fees usually?
