my neighbor is driving me crazy and i dont know what to do

so i have been living in this apartment for a while and things were fine until the new neighbor moved in a few months ago. at first they seemed ok, but now its becoming a daily headache.they play loud music late at night, sometimes around 1 or 2 am, and it shakes the walls. i tried knocking a couple times and they either dont answer or turn it down for like five minutes then crank it back up. I have reported it to the landlord twice but nothing really changed.on top of that, they smoke on their balcony all the time and the smell drifts right into my place. i get it, its their space, but it sucks when you cant even open your windows.i dont want to start drama or make enemies with someone living right next door, but im running out of patience. anyone dealt with a neighbor like this before? is it worth going to management again or should i just start documenting everything and go the official complaint route?
