Energy Issues - Qiunyuan

Anyone else notice the massive energy needs Qiuyuan seems to have? I think the CCs who claimed he needed like 125% Er were using him only in TOF where your liberation comes pre-charged. in all other content that's far from enough ER for him.

I'm rolling with 170% ER, and still feel like i can't keep his Liberation up or even charge his Resonance even with an impertinence heron and moonlit clouds 2 piece on every rotation. It's really screwing with my rotations, and making me wonder just what his ER requirements actually are.
