Can you trade from emulator to 3DS?

So I have a modded 3DS and want to complete the pokedex (without getting pokemon from pokehex or whatever) and I don’t have a second 3DS to trade evolve, so I was wondering if it was possible to get trade evolutiona from an emulator like citra? Thanks!
