Who are the Inconnu?

Just stumbled over a short entry in Gehenna War about the Inconnu. Beyond saying they're some kind of (rumored) ultra secret non-interventionist para-sect it didn't say anything about them. But now I would like to know more details about them.

So, from a V5 perspective, who and what are the Inconnu? And how could they be used in a chronicle?
