NYC landlord no heat/wants me to resign Monday with a rent increase

Are there any housing law people? My landlord was reported last year for no heat. He refuses to listen or answer emails about heat being off on weekends. I don’t think I should have to pay a rent increase when I have had heat for 1 day this week and all last year the heater “later heater for the entire building “broke” everytime it was 30 or below. Do I have any rights? Is there a certain amount of reports until the city comes down on him? No one in my building wants to join forces because they’re all so scared of having to be relocated when the rent issue in nyc is horrible, and there’s not a lot of units available.
