New build PC, old one has got to be about 13 years old now

Hey all, looking to get some serious upgrade going on for our severely outdated pc. Ive had work laptops for so long that I never bothered to upgrade our pc. But now days our computer struggles to even turn on haha. My wife plays Sims on the computer, occasionally updates her salon website from it. I use the computer for tax purposes and would like to play diablo 4, and potentially some other games from time to time. Definitely not a gamer though so not really needing the latest and greatest gaming parts. I would like to be able to use it as a HTPC from time to time (have an 85" tv next to it) Probably would be good to have a lot of storage for family pictures, a few games, tax records etc.

Thanks in advance! New build or upgrade? New build Existing parts / monitors to reuse? No Pc purpose? Ms Office programs, wife plays SIMS, I occasionally play diablo 4 (on ps5) would like to play in pc. Also would to occasionally use for HTPC Purchase country? Usa - Arizona, looks like micro center is opening in a few weeks out here. Monitors needed? Yep - no idea but id say that HD would be important. 1 large or 2 medium screens would be sufficient. I do like split screen while at work. Budget range? Ideally around 1000 usd, could stretch to 2000 if necessary and worth it. Wifi or wired connection? Wifi for now, but could run a cable to the computer if needed. Using cox giga blast currently in the house - fiberoptic I do have a cheap mouse and keyboard that work for the time being - but will probably just get a new set as well.
